Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Immense energy is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is impossible to force Russia to abandon the land that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until conditions improve in its favour.
Current Realities
Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
